Political measures instituted by the Government that aim to make tele­communication services available to a larger number of people, at an accessible price, through access points for common usage such as schools, hospitals, community centres, libraries and public phones.

 Users
A term that refers to private persons and legal entities, including consumers and entities, which use or request public telecommunications services.

Universal Service
The service made available in the scope of a governmental policy aiming to make basic telecommunication services easily accessible throughout the country at a reasonable cost.
